IHC dismisses Dr Shahnaz’s plea against her transfer from post of DG FDE

The Islamabad High Court on Monday dismissed plea of Dr Shahahnaz Riaz,seeking nullification of her transfer orders from the post of Director‑General, Federal Directorate of Education (FDE) to the Capital Administration and Development Division (CADD).

A single member bench of IHC, comprising Justice Noorul Haq N. Qureshi resumed hearing of a plea filed by Dr.Shahnaz Riaz against her transfer.

During the course of hearing, counsel for petitioner argued before the court that CADD was not the competent authority to issue her transfer orders, it should be issued by the Prime Minister.Transfer orders on the basis of inquiry were illegal, the counsel further said.

However, counsel for the CADD told the court that Ministry had transferred Dr Shehnaz Riaz on February 13, 2014 and directed her to report to the Ministry of CADD, after she was found guilty of misuse of power and irregularities of funds for evening shifts in schools.

He said that Dr Shehnaz Riaz was transferred within the ministry and powers lies with the secretary in this regard.
